The Trump-RFK Jr. FDA is preparing to authorize Philip Morris International (PMI) to market Zyn nicotine pouches as a modified-risk tobacco product, declaring them less harmful than cigarettes. This pending decision has drawn fierce criticism from public health advocates who warn it will accelerate youth nicotine addiction.
The American Lung Association and independent scientists have raised alarms over Zyn's cardiovascular effects and its rapid adoption among teens. Despite these warnings, the FDA's decision aligns with a broader administration push to fast-track flavored nicotine products.
Critics point to significant financial ties behind the policy shift. President Donald Trump holds up to $1.64 million in PMI stock, and tobacco interests contributed $6 million to the pro-Trump super PAC MAGA Inc. in 2025 alone.
The decision also follows the forced resignation of FDA Commissioner Marty Makary in May. Reports indicate Health Secretary RFK Jr. ousted Makary under Trump's direction for failing to quickly approve flavored vapes, following a $5 million donation from tobacco lobbyists to a Trump SuperPAC.
"Yet another Trump administration decision is poised to put more money in the pocket of Donald Trump and his corporate backers," said Kayla Hancock, Director of Protect Our Care’s Public Health Project, warning that the decision effectively gives youth "a license to abuse" addictive nicotine.
