The bill significantly expands the legal definition of "tobacco products" to include anything containing natural or synthetic nicotine. Crucially, it also covers zero-nicotine electronic devices that mimic smoking or vaping, bringing all e-cigarettes and heated tobacco products under strict regulatory control.
If passed, the legislation will introduce stringent new retail and public usage protocols:
- Retail Overhaul: Products must be stored out of public sight, cash purchases will be banned to ensure electronic tracking, and mandatory identity checks will be enforced.
- Public Bans: Smoking and vaping will be prohibited in all educational, healthcare, and religious facilities, as well as parks, beaches, and all public transport (including taxis).
- Restaurant Restrictions: Designated smoking areas cannot exceed 10% of a venue's total surface area (capped at 20 square meters). They must be completely isolated, hidden from public view, and strictly off-limits to minors.
To ensure compliance, enforcement will shift from municipalities to local administrative authorities, utilizing dedicated inspection teams empowered to issue fixed fines.
