    Singapore Enforces Strict Vape Laws to Plug Legal Loopholes

    New penalties raise possession fines to $10,000 and subject drug-laced Kpod users to 10 years in prison.

    Singapore has enacted harsher penalties under the Tobacco and Vaporisers Control Act to close regulatory gaps and curb illicit electronic vaporisers. Taking effect on May 1, the updated legal framework follows an eight-month government crackdown prompted by the emergence of drug-laced "Kpods."

    Closing the Gap on Etomidate and Synthetic Variants

    Singapore banned electronic vaporisers in 2018, yet illicit markets persisted. The issue escalated when vapes laced with the anesthetic etomidate—known locally as "zombie vapes" or Kpods—began circulating, causing severe neurological impairment and public collapses among users.

    Previously, etomidate was regulated under the Poisons Act rather than the Misuse of Drugs Act, preventing authorities from sending abusers directly to drug rehabilitation centers. The government responded by classifying etomidate as a Class C drug and restructuring the law into four distinct product categories. This legal update ensures that any future imitation tobacco product or chemical variant can be restricted immediately.

    Increased Penalties and Targeted Youth Rehabilitation

    The revised law establishes severe financial and criminal deterrents across all levels of consumption and distribution.

    Beyond punitive measures, the policy incorporates mandatory rehabilitation. Users aged 16 to 21 who repeatedly violate the law enter structured rehabilitation programs that offer psychological counseling and family support, aiming to eliminate nicotine dependency at an early age.
