State Duma Deputy Dmitry Gusev announced on June 9 that Russian regions have secured the legal right to ban the retail sale of vapes and e-liquids. Speaking at a plenary session, Gusev urged regional governments to actively exercise this new authority to curb the spread of vaping among youth.
Gusev sharply criticized the vape industry's marketing tactics, contrasting them with traditional tobacco products. While cigarettes carry stark health warnings and graphic imagery, vapes are marketed in colorful designs and sweet flavors with virtually no honest labeling regarding their chemical and nicotine content.
The push for stricter regulations is also fueled by economic arguments. Gusev pointed out that while traditional tobacco generates over one trillion rubles for the state budget, the vape market contributes insignificantly while causing disproportionate health risks to children and teenagers.
Under a newly adopted amendment initiated by Gusev, the federal government must report annually on how regions implement these local bans. Lawmakers intend to monitor these outcomes closely. If regions systematically adopt bans, Gusev stated that the next logical step will be a complete, nationwide prohibition on the circulation of vapes across Russia.
