"Small-scale possessors" carrying five or fewer vape pods, 5ml of e-liquid, or 100 heat sticks face a fixed penalty of HK$3,000 (approx. US$383). Tourists are granted no leniency. The government is coordinating with airlines for in-flight warnings and will issue electronic fine notices at checkpoints for travelers lacking local currency. Refusing to present identification to enforcement officers incurs an additional HK$10,000 penalty.
