The Tobacco and Alcohol Control Office is escalating its 2022 import and sales ban to target individual users. Under the new framework, authorities classify offenders based on volume. "Small-scale possessors" carrying five or fewer vape pods, 5ml of e-liquid, or 100 heat sticks face a fixed penalty of HK$3,000 (approx. US$383). Exceeding these limits shifts the offense to a severe criminal category.
Tourists are granted no leniency. The government is coordinating with airlines for in-flight warnings and will issue electronic fine notices at checkpoints for travelers lacking local currency. Refusing to present identification to enforcement officers incurs an additional HK$10,000 penalty.
