The Turkish Ministry of Health will introduce a mandatory electronic age verification system for all retail tobacco sales. The initiative aims to eliminate clerk discretion and curb youth smoking after national data revealed that nearly three-quarters of teenage smokers in Turkey purchase cigarettes from local markets without facing age checks.
While existing Turkish law prohibits selling tobacco products to anyone under 18, enforcement has historically relied on voluntary verbal checks by shopkeepers. The new policy mandates automated digital identity checks at the point of sale, preventing transactions from clearing until proof of legal age is validated.
Rising Youth Smoking Rates Drive Digital Reform
The shift follows public health data detailing widespread youth access to tobacco. According to the Global Youth Tobacco Survey, 73.3% of student smokers aged 13 to 15 in Turkey report purchasing cigarettes at corner stores and markets without meeting any resistance.
Early initiation remains common nationwide: 57.5% of tobacco users in Turkey begin at or before age 18, compared to the global average where 82.6% start between ages 14 and 25. Ministry data also highlighted a 107% surge in tobacco consumption among women aged 15 to 24 from 2012 to 2025.
Adopting International Verification Models
Turkey’s transition to digital ID validation aligns with European Union recommendations and proven retail protocols abroad. Countries including Germany, Japan, South Korea, the United States, Switzerland, Austria, Italy, and France currently use electronic age verification across retail counters and automated vending machines.
By replacing manual, discretionary checks with digital authentication, the Ministry of Health aims to close retail access channels for minors and raise the average age of smoking initiation across the country.
