The Maldives has implemented a landmark public health law, effective November 1, 2025, that enacts a "generational ban" on tobacco and imposes a complete prohibition on all vaping products. This makes the island nation one of the most progressive countries in the world in its fight against nicotine addiction.
Under the new law, anyone born on or after January 1, 2007, is permanently banned from purchasing, using, or selling any tobacco products within the Maldives. This restriction applies to all forms of tobacco, including cigarettes and cigars, and notably extends to both Maldivian citizens and tourists visiting the archipelago. Retailers face a substantial fine of approximately €2,800 / $3,200 for selling tobacco to this "smoke-free generation."
Furthermore, the Maldives has instituted a strict, total ban on all e-cigarettes and vaping devices for everyone, regardless of age. The importation, sale, distribution, possession, and use of vapes are now prohibited, with violators facing fines of around €280 / $320. This comprehensive approach aims to protect public health and prevent youth from initiating nicotine use through any product.
