Hawaii Governor Josh Green signed legislation on June 6 to address the youth vaping epidemic. The law, effective July 1, 2023, expands the legal definition of "tobacco products" to include electronic smoking devices and e-liquids, subjecting them to the state's tobacco tax regulations.
Governor Green noted that the law represents years of advocacy by the Department of Health and youth advocates. He stated that the measure aims to prevent nicotine addiction among Hawaii's youth, though he acknowledged that further efforts are needed to address vaping culture.
Health professionals support the legislative change. Dr. Bryan Mih, Medical Director of the Kapi‘olani Smokefree Families Program, explained that appropriate taxes are proven to reduce nicotine initiation among young people, helping to prevent lifelong addiction and chemical exposure.
