    Belgium to Ban Flavored E-Cigarettes by 2028

    The government targets youth nicotine addiction with a strict flavor ban, despite industry warnings of a booming black market.

    The Belgian government has confirmed a nationwide ban on flavored e-cigarettes, effective September 1, 2028. Driven by a tenfold increase in daily vaping among youth, the new legislation will restrict all vape products to only tobacco and neutral flavors.

    Health Minister Frank Vandenbroucke championed the ban, citing alarming statistics: daily e-cigarette use among 15- to 24-year-olds has skyrocketed from 0.6% to 6.3% over the past five years. Vandenbroucke argued that flavors like cotton candy and watermelon are deliberately designed to lure teenagers, masking the harmful reality of nicotine addiction and potential exposure to heavy metals.

    Health officials emphasized that vaping often serves as a gateway to traditional smoking. A 2025 study from the University of Southern California published in JAMA Network Open highlighted worsening addiction trends, while the Pan American Health Organization notes youth vapers are twice as likely to transition to combustible cigarettes.

    The delayed implementation until late 2028 is due to two primary constraints:

    • EU Trade Regulations: The measure requires notification to the European Commission to prevent internal trade barriers, a process with an unpredictable timeline.
    • Stock Clearance: The government aims to provide retailers sufficient time to sell off existing flavored inventory.

    The tobacco industry and retail associations are fiercely opposing the ban, pointing to the Netherlands' 2024 flavor ban as a cautionary tale. According to data cited by Philip Morris International (PMI) and British American Tobacco (BAT), the Dutch ban has largely failed to protect youth.

    Industry advocates highlight several negative outcomes from the Dutch experience:

    • Youth vaping in the Netherlands reportedly increased from 6.1% in 2023 to 8% in 2025.
    • An estimated 85% of young Dutch vapers still use non-tobacco flavors despite the ban.
    • Approximately 92% of Dutch e-cigarette spending now flows into the illicit market.

    Despite these warnings, cancer prevention organizations maintain that strong policies are effective and that the threat of a black market should not deter public health initiatives.

    The ban's passage ultimately required a classic political compromise. The legislation was stalled for months by the Reformist Movement (MR) party. To break the deadlock, Vandenbroucke's Vooruit party agreed to a major economic concession: expanding the tax-advantaged "flexi-job" system to all economic sectors. The draft law will now be sent to the Chamber for a final vote before the summer.
