    Australia Tobacco Tax Hike: 105 Stores Shut & $10B Revenue Loss

    Australia’s federal tobacco excise has increased again, pushing the price of legal cigarettes to $1.53 per stick. This fiscal policy coincides with a crackdown in New South Wales (NSW), where health inspectors have issued 105 short-term closure orders since November 2025. While the government aims to curb smoking, industry leaders warn that the widening price gap—$50 for a legal pack versus $15 for illicit tobacco—is effectively a "salary increase for organized crime," fueling a multi-billion dollar black market.

    The Economics of Prohibition: Revenue vs. Crime

    The financial data reveals a stark trend: legal tobacco sales have halved since 2020. Consequently, federal excise revenue has plummeted from $16.3 billion in 2019–20 to just $5.5 billion this financial year. Theo Foukkare, CEO of the Australian Association of Convenience Stores (AACS), argues that this lost revenue is flowing directly into criminal networks involved in violence, extortion, and even terrorism. He cited the firebombing of the Adass Israel Synagogue in Melbourne as a chilling example of the link between illicit tobacco profits and broader criminal enterprises.

    Enforcement in Overdrive: 700,000 Illicit Cigarettes Seized

    Despite the economic headwinds, NSW Health Minister Ryan Park remains committed to enforcement. In the last 10 days alone, 30 stores across Sydney, Illawarra Shoalhaven, and Western NSW were shut down for 90 days. These raids yielded approximately 700,000 illicit cigarettes and 3,900 illegal vapes. The state has also strengthened penalties, introducing prison terms of up to seven years for possession of commercial quantities of illicit tobacco.
